The Planning Strategy Research Of Shijiazhuang’s New Urbanization Under The Background Of The Coordinated Development Of Beijing-tianjin-hebei

In recent years,Shijiazhuang Economic and social development has made great achievements,such as continuous optimization of urban structure,constantly deepening of City-Industry Integration,constantly improving of urban and rural environment,constantly upgrading of urban comprehensive carrying capacity.But at the same time it faces with some problems,such as lack of radiation and drive ability,unreasonableness of structure of town and village system,urbanization lagging behind industrialization,low level of industry and urban construction,etc.Facing with the strategic opportunities of the coordinated development of Beijing-Tianjin-Hebei,as the capital of Hebei Province,Shijiazhuang must transform and develop and seize the opportunity,to make some achievement and innovation in the process of promoting new urbanization and building a moderately well-off society in all aspects.It must carry with the leading role in leading the development of Hebei Province,especially in Mid-South of Hebei Province,and do a good demonstration and inspirationfor the development of the whole province.The paper systematically expounds the background and course of urbanization,and significance of the coordinated development of Beijing-Tianjin-Hebei.Using the Perspective of Planners,starting from the Shijiazhuang realistic foundation for the development,it analyzs to find the problem,and creatively proposesfour levels of content for Shijiazhuang new urbanization construction.Firstly,Shijiazhuang should integrate and amalgamate into Beijing-Tianjin,and assume the functions and requirements as the “ Third pole ” in theregional.It shall become the leading development of Hebei Province,especially in Mid-South region.Secondly,according to different conditions in location,natural and economic development level,Shijiazhuang should set updevelopment thought of regional dislocation-coordination,including the western ecological protection,the eastern efficient innovation,the central key breakthrough.It should choice 3-4 stronger counties as a sub-center of cities,to promote the balanced development of whole city.The general counties should advance the expansion and quality,and cultivate 1-2 good conditions towns as a sub-center of counties.Thirdly,Shijiazhuang should seize the opportunity of administrative division adjustment,to strengthen the moulding of city characteristics,industrial dislocation,traffic connection,etc,and then to promote the integrative development of urban area of Shijiazhuang(Big Shijiazhuang).Fourthly,the old district should develop healthily,efficiently,and with high quality.It should strengthen the moulding of city characteristics,improve public facilities and infrastructure facilities,and improve the People ’ Livingquality.At the same time,in order to speed up the implementation of the planning str ategy,the paper puts forward some policies about the land,housing,environmental protection,social welfare and so on.
