With the urban planning of Chinese cities developing dramatically, the Statute Guarantee System of urban planning should be developed as well as the development of cities, which contributes to the progress of the urban construction.As the city with rapid development of economy and social transformation, Tianjin can be regarded as the example of urbanism and urban construction in China. the Regulation of Urban and Rural Planning in Tianjin is the key regulation that evolved from The Urban and Rural Planning Act. It help Tianjin address the importance of the status of urbanism and improve the programme management system as well as highlighting the authority of urbanism. The rules of it have positive impacts on Standardization of construction development activities, which contributes to achieve the target of urbanism. However, the shortcomings of the existing Statute Guarantee System restrict the implementation and management of urbanism.This paper will describe the reasons on the basic of theory of Regulations of Urban Planning why it belongs to the category of Administrative regulations, which states the principles of rule of law, justice, open and efficiency. The contents of the Regulations of Urban Planning are complex. This paper will list the main regulations and the system construction of it. The ideas of the Legislation on Urban Planning is changing with the Economic and social development and the city and countryside integration, which addresses the justice of public policy, promotes the protection of social and public interests and insists the sustainable development policy. The socialist system of regulations are more advanced and reasonable compared with those of The United States and Britain. In order to improve the systems of legislating regulations, it is important to make all social communities pay attentions to it and regard it as the key guarantee of the science, efficient and sustainable during the regulations legislating. In addictions, the professional level of Urban planning legislation should be rosed. The last point is that the process of Urban planning legislation should be independent in case of being involved by other benefit factors.As one of the municipality directly under the Central Government, Economic and social development of Tianjin are typical. This paper focuses on analysing the process and ideas of Urban planning legislation, and establishes the principles of insisting the policy of Scientific Development, Planning Priority, Right and Responsibilities Accordance.。 There are some problems in the process of Tianjin’s Urban planning legislation. Firstly, the system of administrative control of urban planning needs to be reformed further because there still exist some factors that restricts the working of urban planning. Secondly, the rate of public participation is not high. Although the publics like to join the urban planning, they lack of the basis professional knowledge of urban planning and there are no specialized feedback systems for the public involvement. Thirdly, the disorder of urban construction management and there are no legal supports for the administrative enforcement of executive power cause to the weak law enforcement of urban planning.Finally, this paper will provide the specific solutions for the problems mentioned above:First, stably make progress in the revolution of Rural and urban planning management system, Second, improve the management system of ’Two Level Government, Three Level of Management’ in order to establish the uniform planning management models for all the areas and functional zones Third, improve the communication between the department of urban planning and other urban management departments to optimize the functions of urban planning committee. Fourth, promote the education and the knowledge of urban planning to publics in order to help them understand urban planning further and participate the process of urban planning. At the same time, improve the measures of urban planning bulletin and build the platform for publics to join the urban planning, these contribute to help publics provide normal opinions. Fifth, establish the prefect information feedback mechanism for public that can handle the problems concerned by publics and provide feedback for rationalization proposals after information collection by special agencies. Sixth, the administrative department for urban and rural planning should be given the administrative enforcement of executive power by improving legislation. Improve the supervision mechanisms to supervise the working of government departments, address the assignment of responsibility among the urban management departments, strengthen the coordination between the departments and overcome the disorder of management.
