At present, our country is making great efforts to develop smart grid technology; intelligent substation is an important part of smart grid construction indispensable. In order to achieve the intelligent substation, we must make switches and other equipment intelligent. Intelligent circuit breaker technology is not yet mature in our country, and the foreign device does not meet the situation of the development of our intelligent substation with intelligent substation of the promulgation of the technical specifications of the intelligent terminal are also differences. To make the switches intelligent, we introduced new equipment in the processing layer, intelligent switching device controller. As a intelligent interface of primary side, the controller connected to the primary side with cable, and connected to secondary device such as Protection and Control with fibre.Intelligent switch device controller upload the information of the primary side devices using GOOSE, and at the same time accept the GOOSE tripping instruction from the secondary device to achieve real-time control of the switchgear.This paper combines structural characteristics of the126kV smart circuit breaker switch, using ARM+FPGA architecture mode, completed the design and development of intelligent switching device controller, The state of the circuit breaker switch real-time acquisition has been achieved, as well as real-time control of circuit breakers, disconnectors, grounding switch. Firstly, this paper describes the status of intelligent substation device controller and intelligent switch, raised the need for development of this controller device. Then build a hardware platform based on its functional requirements, and introduce the details of the realization of the principle of its various functional modules, and give detailed circuit schematices; followed by writing the corresponding modules of the software program for the hardware modules to achieve the corresponding function andgiven the results of some of the debugging. Then test platform to build the entire system, through its joint tests on actual field devices to detect the achievement of the overall success. GOOSE communication is a core part of the whole of the project; it is listed separately in this section to a detailed description of the principle method.Overall functional test module testing of the hardware platform, as well as the overall co-ordination with the field devices, verify the rationality of the design of intelligent switching device controller hardware platform, as well as the software program correctness. The basic functions can be able to reach the national standards and technical specifications of the corporate standards. In this paper the intelligent switching equipment control research developed strictly in accordance with the IEC61850communication standards, the products of great significance to. Has good value in the power equipment industry.
