Due to the unique geographical position andimportant political status, Shandong had been laid emphasis by governors. As the the provincialand administrative agency, Shandong govenrors were set up in Ming and Qing dynasties whichaim at controlling the province of Shandong. Shandong governor was firstly set up duirng thebeginning of ifve years of Zhengtong and became the chief executive of Shandong province inQing dynasty. Taking Shandong governor as the breakthrough point and local Chronicles ofShandong as references, the paper illustrates the relative information rfom the perspectives ofgovernors’ birthplaces, backgrounds, terms, promotions, funcitons and so on’The paper is divided into seven parts. The first part is the introduction, which mainly reviewsthe situation of academic researches with regard to the system of governor for nearly50yearsand then clairifes the research thoughts and methods. The second patr is the settings andevolutions of administrative regions in Shandong and individually illustrates the settings andevolutions of Shandong administrative divisions before Ming and Qing dynasties and during thepeirod of Ming and Qing dynasties. The third part is about the setup of Shadong govenror inMing and Qing dynasties, which firstly makes a descirption of the governor system and thengives an introduction of the setting of governors. The fourth Part is related to the birthplace aswell as the background of the magistrates of Shandong in Ming and Qing dynasties. Accordingto the statistics about the birthplace and the family background of county magistrates which iswirtten down in the local chronicle mateirals, as for the birthplace, the majoirty of governors wasrfom the South, As for the family background, the county magistrates were mainly made up ofsuccessful candidates. This part also make an analysis about the national ingredients ofgovernors in Shandong during the peirod rfom Qing dynasty and most of the govenrors inShandong came rfom the Manchu, the ethnic Han and Hans in the Manchu army, which reflectsthe distinct policy of national government in Qing dynasty. The fifth part makes a discussion ofthe tenures and Promotions in oiffce. The average tenure for the govenror in Ming dynasty is oneyears and nine months while the average tenure for the governor in Qing dynasty is one year andfour months. The part also analyzes the tenures of oiffce as for govenrors in Shandong in eachpeirod of Ming and Qing dynasties. As to the governors5promotion, this article is mainlydiscussed the resumes of governors in Shandong and combined them with bureaucraticestablishment. The sixth part is the discussion of the functions and local management of govenrors in Shandong. This part is mainly discussed the functions of governors rfom the threeaspects of economy, social management as well as cultural education and systematicallyintroduces the policies and measures governing their regions. The seventh part seven is theepilogue that makes a conclusion of the whole article.The paper develops rfom the above seven aspects. It makes a direct research of governors in Shandongduirng the peirod of Ming and Qing dynasties.
