However, with the strongpowerful central government managing local, the event of “8newspaper be forcedout at the same” makes amazing in the whole country in the rule of KMT period. Thelocal elite class take appeals together as the way of feedback, while the strength oflocal elite class is weaker and weaker and this trend can not be reversed. They cannot take part in the local management and guild the public opinion at present. WhenAnti-Japan war begin, the newspaper people of local elite class become divided andappeared.
