The Qi Qi Ha Er Deputy Governor Institution is a crucial border land facultywhich combined the functions of military and politics in Qing Dynasty, it was set up at1689(the Kang Xi emperor at his throne for37years) and was canceled at1905(theGuang Xu emperor at his throne for31years), the total years of its existence is208years. During these two hundred years, it was placed in the central area of HeilongjiangProvince in the respect of politics, economy, military and culture. It is undeniable thatthis faculty made an immeasurable contributions to the development of its area. Thisthesis will discuss the Deputy Governor Institution from its evolution, constitution,functions and some basic conditions within its jurisdiction systematically. At the sametime, this thesis make an objective analysis and correct appreciation to this faculty to letus learn more about the conditions of its politics, economy, military and people etc.Thus inform us a detailed description about the administration of Qing government tothe border land and the development of the Northeast area from diversified aspects. Lastbut not least this thesis supply a detailed data for the research to Qing Dynasty’smilitary, district administration and society conditions.
