| Civil servants perform state power on behalf of the state and people. Theworking ability and attitude of civil-servant-team directly decide the qualities andefficiency of government work and are concerned with the ruling levels andadministration abilities of government at all levels. The report on the investigation ofjob burnout status in China, published by China Human Resources DevelopmentNetwork, in December 2004 and April 2008, showed that the proportion of civilservants'job burnout, compared with other occupational groups, is to the top, even in2004, is the first place, top to 54.88% . The problem of job burnout not only affectsthe physical and mental health of individual civil servants, but also affects thegovernment's administrative performance, even influence the social stability and thenation's development. Therefore, the researches on the civil servants'job burnout arevery significant.The research, based on Tianjin, through investigating 339 civil servants,explores the relationship between source of job burnout and career sense of jobburnout, and also the relationship between the sense of job burnout and outcome ofjob burnout. Based on the previous researched and the case study, the researchpresents study ideas and basic assumptions, further understands the problem ofTianjin civil servants job burnout by questionnaire, and, through factor analysis,significance analysis, correlation analysis and regression analysis, comes to theconclusion as followings: (1) Most civil servants in Tianjin showed moderate burnoutand very few of them showed the extreme burnout. (2) There was a significantcorrelation between marital status, age, qualifications, duties, unit category and thesense of job burnout of civil servants in Tianjin. (3) Civil servants'administrativesystem, working load, the dim development prospects about the personal career,interpersonal problems within the organization, individual professionals, interests,work-family conflict, conflict of roles, high social expectations and low socioeconomicstatus of civil servants in Tianjin forecast the sense of burnout, especiallythe civil servant'administrative system does. (4) Among the sense of burnout,emotional exhaustion, depersonalization and reduced personal accomplishmentforecast the outcome of burnout.At last, we proposed intervention suggestions from the individual level,organizational level and the social dimension.(1) Individual city servant should masterpsychological adjustment methods, build social support systems, lower the high personal expectations and scheme out a career plan. (2) Public ornanization shouldestablish psychological testing system, broaden the career development channels,perfect incentive system and creat a harmonious administrative environment. (3)Social organization should establish a reasonable expectation to civil groups,propagand and improve the public image of civil servants, launch Mental Health Website and build contacting platform for civil servants to participate in. |
