The Research On Civil Servant Pay In Hubei Province Based On The Perspective Of Broadband Pay Theory

According to the relevant provisions of "Civil servant law of the People’s Republic of China", The People’s Government of Hubei Province started the reformation of civil servant pay, and simplified the wage structure to duty salary and grade salary, then unified numerous allowances and subsidies for civil servants. At last, it shaped the more canonical pay system. But, this reformation not only didn’t overcome the defect of traditional civil service pay system thoroughly, but also gave birth to kinds of problems which blocked the exertion of public sector performance. However, the foreign public sector solved the problems of traditional pay system effectively by way of pay reformation in the end of 20th century. The one of reforming tools just was the theory of broadband pay, which emphasized performance, and did not focus on longevity but personal ability. In a word, it compressed pay levels, promoted the professionalization of civil servant, and finally advanced the public sector performance. Therefore, author chose the theory of broadband pay as the research tool to interpret the actuality of civil servant pay in Hubei province, analyze the main problems existed, search effective approach to solve them from the perspective of administration,government economics and human resource management in public sector by combining with the ways of normative research and empirical research.The text includes introduction and other three parts:Introduction.
