In modern times, people more and more pay attention to the governments'central status in the national economic and social development. The management level of government determines the effectiveness of the social, political and the other affairs. Civil servants are the personality embodiment of government. Performance appraisal of civil servants is the vital contents of civil servant management. Civil servant appraisal carrying out effectively, can promote civil servants quality and the whole government work efficiency.This paper analyzes civil servant appraisal in Hubei Province from empirical aspect. It introduces the theoretical basis, analyzes the present situation, points out the problems, and raises the improved suggestions.The paper includes introduction and three parts as follows:The introduction explains the origin and research meaning of selection, overviews domestic and international research highlight of Civil servant appraisal, and illustrates textual research method, written frame and innovation.The first part, elaborates the relevant theories of the civil servant appraisal. Firstly, describes the meaning of the civil service examination, points the contents, purposes and principles of civil servant appraisal. Secondly, describes its theoretical supports:equity theory, system optimization principle.The second part, analyzes the present civil servant appraisal in Hubei Province. Points out the five problems form the results of questionnaires and interviews. Such as: The assessment body is single, lack of professional knowledge; The assessment criteria is too general; The assessment method is not enough; The assessment procedures lacks of standardization; The examination results is utilized poorly.The third part, raises the improved suggestions on the basis of the present civil servant appraisal in Hubei Province. Such as:The assessment bodies are rich; The assessment criteria is scientific; The assessment method is diverse; The assessment procedures is specific; The examination results is utilized correctly.The innovation of this paper is:firstly, the analysis of questionnaires, provides realistic basis of Classification assessment. Secondly, raises the improved suggestions. Such as:The assessment bodies are rich; The assessment criteria is scientific; The assessment method is diverse; The assessment procedures is specific; The examination results is utilized correctly.
