After carrying out the reform and opening policy, earthshaking changes have taken place in every field in China, and with social wealth continuously increasing, wide gap between the rich and the poor is bigger and bigger, which is becoming one of the hottest focus throughout the nation recently. This thesis takes as a cut-in point that civil servants’ salary which is an important factor in national distribution, being as an example that Hubei Province in central part of China, from perspective of empirical study, researching status quo of regional salary gap of civil servants in local government of Hubei Province, putting forward the present problem of regional salary gap, sinking out the reason of bigger regional salary gap, discussing the control mechanism for regional salary gap of civil servants in local government of Hubei Province, making suggestions for properly regulating regional salary gap of civil servants in local government of Hubei Province.This thesis consists of four parts, which began with stating the background, significance of it, reviewed literature studies on regulating salary of civil servants at home and abroad, then introduced methodology, technical road map, and innovation of the thesis.The first part is to explain the definition, the characteristics, and the structure of salary of civil servants in local government, and summarize the relative theories about salary of civil servants in local government.The second part is to define regional salary gap of civil servants in local government, analyzing relative tools of measuring regional salary gap of civil servants in local government.The third part is to take empirical study, combining methods of Theil index and the BCG Matrix, through comparison and analysis of a large number of salary data of civil servants in local government of Hubei Province, and then find that irrational part of regional salary gap of civil servants is mainly that gap of subsidy and allowance is big, which has a higher percentage in salary, and the main reason why there exists this irrational regional salary gap is that fiscal revenue is different in different region. Therefore, the author works out the approaches for regulating regional salary gap of civil servants in local government of Hubei Province:that is building up regulating model of salary gap of civil servants that "mainly depending upon market factor, oriented on regulating through administrative measures", with regulating subject to "remove irrational part of salary gap, and to realize rough equally real salary of civil servants", and regulating emphasis on "regional subsidy and allowance" of salary of civil servants in local government of Hubei Province; meanwhile, the author points out that difficulty of regulating lies in the percentage of basic wage against subsidy and allowance, balance between external equity and internal equity.The fourth part is to start with regulating irrational part of regional salary gap of civil servants, putting forward the directing principle of regulating, that is being fair and just, comparability, being compensatory, distribution according to labor. And then the author discusses the policy and suggestions to regulate regional salary gap of civil servants in local government of Hubei Province, that is setting up system of salary survey and assessment; changing the percentage of salary structure; strengthening standardized subsidy and allowance; strengthening financial transfer payments; calculating difference of purchasing power in different region; dividing different salary classification.The innovation of this thesis lies in:first, taking as an example Hubei Province which has strong sample representativeness, it systematically puts forward analyzing framework crossing longitudinal and lateral levels, including dimension of nominal salary, dimension of level and profession of civil servants in Hubei Province, salary gap of civil servants in organs directly under Hubei Province and Wuhan City, as well as sub-developing prefecture-level city and county-level city; second, it takes sampling inspection and empirical study on civil servants in all ranks in Hubei Province, contrastively analyzing data and tables of salary gap through SPSS 16.0 and Theil index, in order to discuss the problem of salary distribution and the reason of salary gap.
