Administrative organization incentive problem is one of the key factors of the administrative organization management success, how to guide the public official’s work motive in the administrative organization, to mobilize the public official’s work enthusiasm, to develop the public official’s inner potential, to promote the public official make great effort for carrying out an administrative organization target is a problem that administrative organization managers must face and pay attention. With our country society and economy of continuous development and the depth of globalization, the external environment that the administrative organization faces huge variety. In the meantime, the public also have higher requirements in level and quality of the public service. From the international perspective, the extent of China to participate in international competition intensified, connected with international close to our country the government put forward higher request. Seeing from local environment, economy, politics, culture and social environment of the administrative organization change a lot in the past. Due to the administrative organization incentive related system, incentive effect and other aspects still exists some problems, plus the influence of factors like the uncertainty of the external environment, administrative organization incentive don’t break the bottleneck. Therefore, in the new background and situation, discuss and analyze Chinese administrative organization incentive problems to stimulate public official’s vigor and construct excellent civil service team, improve the quality of public service, explore Chinese administrative organization incentive effective path has on theory and practice double meaning.This article sets out from the view of moral excellence by using the literature analysis, comparative research and quantitative analysis and qualitative analysis, and the method of combining management, politics, ethics, statistics etc. related discipline knowledge, on the basis of formerly incentive theory, system analysis and expounded the administrative organization incentive problems, while introducing the spirit of pursuing excellence, combined with the practice of enterprise organization the pursuit of excellence, trying to find out the feasible method and way of administrative organization incentive problem. The full text is totally divided into five parts. The introduction as the first part of article, introduces the background and significance, topic related literature summarizes, research contents and methods and the innovation of text. The second part is theoretical interpretation, mainly discuss the related theory, and introduce the related concepts of moral excellence and the administrative organization incentive problem, including the type and connotation of incentive and the connotation, value dimension, the core ideas of moral excellence. The third part discusses the necessity and feasibility that moral excellence gets into administrative organization, in comparison with the administrative organization and business enterprise organization incentive to launch a discussion on realistic claim and its applicability of moral excellence into administrative organization. The fourth part takes several tax bureaus in Hubei province as samples to analyze bottleneck problems the administrative organization facing and its reason. The fifth part is based on the excellence of our administrative ethics of the organization encouraged should follow the basic principles discussed, and then put forward to pursuing excellence of our administrative organization of the main way to motivate.The innovation of this text lies in:one is based on the theory of enterprise moral excellence theory reference, and applies it in the administrative organization incentive practice, more or less rich about administrative organization incentive related theory, the theory angle of view is more novel and original.
