The Fifth Plenary Sessions of 16th Central Committee of the Communist Party puts forword twenty words policy:production development, life affluent, village civilization, tidylooks, management mocratic, which reflects the new rural construction indispensable from material, institutional and cultural safeguards.As the important parts of new rural building, culture service is the basic way to achieve the critical path, and it is the the essential elements of the construction of new countryside. At the same time it provide an ideological support for protection of intellectual,the construction of new countryside in the new period of important strategic position. Nevertheless, because of the influence on the dual economic structure, public cultural services in rural areas are margined to a unimportant place, acroding to the survy of Jinxiang County,Jining City,Shandong Province. Public cultural services is unsatisfied by the people beacuse there is a serious shortage of service supply. To begin with one is the backward of public cultural facilities and the lack of public cultural services. Moreover, the absence of government services and guidance to rural activities. However with the period from traditional society to modern society, there was an increasing demand for farmers thanks to the group consciousness and awareness growing.The need of the farmers become so diversify and different levels that the supply of public cultural service difficult meet their needs. Unbalance situation reasult less choice for the farmers. Therefore, belief in value and cultural identity almost faded from the farmer’s memory, which leave space for gambling、superstition and other unhealthy tendencies growing.All the states above easily led us to the reasons for the insufficient supply. Base on the survey of Jinxian County we could divide the reasons into the following aspects: Most important of all, little known about personnel service concept, and some misuse in the service content, government won’t briong us to good results. It undoultly that the government prefer social management functions than public service function, which makes the functions to be more difficult for vulnerable cultural expression. In addition, government’s error position exacerbat the difficulty of public cultural services; As to social organizations, the government lack of much more talents、the village committees fail to play their roles and the social organizations could not participate the service successfully. All of these directly lead to the inadequate supply of public cultural services. Concerning the government-led model, due to government leading、low level in services socialization and marketable, the public cultural services became effectiveness and hardly to work.So, we can come to the conclusion that it is impossible to meet the people’s demands.The paper just analyses the reason for inadequate supply of public cultural services, at the same time,it put forward the path to improve public cultural services in rural areas.The first and formost, service concept of government department must be innovatived; Furthermore, we should transformation government’s functions. Besides, improving the operating mechanism should size our attention; The last but not the least, organizational structure must be improved. With the hope that the government can start from itself to enhance the level of public cultural services in rural areas, it is essential to realize the broad masses of peasants growing cultural needs. All of trying just for reaching to achieve and maintaingood cultural rights and interests of the masses, improve the quality of farmers, while promot the balance of social rural.
