Research On Cultivated Land Abandoned And Government Public Policy

Land is all the production and existing source, especially the available land.It bears the human basic food production function and long-term development needs, which are all human existence and development foundation. Especially in china, more than 60% of the population lives in rural areas. Land issues related to the survival and development of hundreds of millions of farmers, to the entire country’s food supply and the country’s food security. The Problem of cultivated land abandoned has been appeared repeatedly since 1980’s, which is influenced by many factors, for example, less peasant than land, the low comparative benefits of agriculture, the under-developed infrastructure and so on. Behind the abandoned arable land also reflects the lack of land rights of farmers. Cultivated land abandoned is not only a waste of land resources and will also influence the national food security.This paper aims to study the reasons behind cultivated land abandoned. Through benefit analysis, system analysis and public policy analysis, qualitative and quantitative research methods, and the process of agricultural policies. Then Propose targeted countermeasures to resolve cultivated land abandoned.The whole paper contains five parts, namely an introduction, four modules. It is organized in accordance with the "appearance of cultivated land abandoned-analysis of it-to solve the problem order.In the "Tntroduction"part, the author briefly explains the important of cultivated land, the research themes and its significance,define core concepts. The first part chiefly describes the past two decades of cultivated land abandoned, from the era of abandoned arable land characteristics, spatial characteristics and to compare regional differences, from the whole show the status of abandoned agricultural land. The second part explains the reason of cultivated land abandoned, using the interest analysis, system analysis and social class analysis. Abandoned agricultural land problem is a comprehensive problem, so multi-angle analysis can be more in-depth analysis of the reasons for abandoned. The third part mainly analyzes the factor of policy, using the comprehensive analysis and analyzes the process of policy implementation. Lastly, the paper gives related suggestions to cultivated land abandoned, mainly of which are policy guiding,the rural system innovating and transferring rural surplus labor.In this paper, the main point of innovation in three aspects:firstly, this paper tries to do a research of cultivated land abandoned cultivating from the perspective of public policy analysis, which different from the convention that study on this issue from the economic and geography point of view. Secondly, various date collection methods and innovations, such as content analysis, secondary literature analysis, empirical research methods and so on. Thirdly, rural residents’fundamental interests should be as a starting point, building the system, whole of government solutions and propose a long-term mechanism.
