Community is a basic factor to form the social system, and socialorganization is the main carrier and takes an important role in the society.With the transformational development of the society and the lowingdown to the community of the governmental focus, the mode of fullsupply by the government under the traditional planning economy systemcan never fulfill the needs, therefore, speeding up the development ofsocial organization, especially those for public welfare has become theinevitable choice for theory and practice. On the other hand, thecommunities’ social organizations for public welfare also face exteriorproblems in practice, including supporting system, role positioning ofitself and also governmental support, and what’s more important is thebottle-necks in operation mechanism. How to vigorously support thedevelopment of social commonweal organization to meet the variousneed of residents’ livelihood, and how to form the operation mode ofsupplying multi-kinds and multi-level social public products to match thedevelopment of the economy and the society is the main point of thispaper.At the forward position of reform and opening up, Shanghai hastaken effective exploration at this side. This paper takes Hunan community as an example, introducing operational mechanism how tobreed commonweal organizations, through reviewing the operationprocess of inoculating, developing and expanding commonwealorganization----Love Bank, analyzes the main problem of currentoperational mechanism, and concludes that governments and departmentsof all level should be in accordance with the principle of separatingpolitics、society and operation, builds up and perfect the operatingmechanism of governmental buying service, hatching commonwealorganization, and operation by project, and forms lasting effectmechanism to encourage the participation of commonweal organizationsin the community people’s livelihood service.There are six chapters in the full paper, and the brief introduction ofeach chapter is as follows. The first chapter is an introduction,introducing the research background, purpose, research method and logicframework. The second chapter introduces the theory and the definitionof the concepts required for the research, the summary of correlativeexisting research, The third chapter introduces the operation things ofcommunity’s commonweal organization, takes Shanghai Hunancommunity as a case, to introduce the operation mechanism ofcommunity’s commonweal organization and the operational process ofcommonweal organization Love Bank. The forthchapter points out themain difficulties in operation of community’s commonweal organization,and analyses the causes of the difficulties. The fifth chapter makes clearthe right location of the community’s commonweal organization, andraises suggestions in consummating the operation mechanism.
