Study On The Construction Of Rural Commonweal Organization In Hebei Province

In recent years,the growing development of China’s commonweal organization,to provide public services for China’s social role gradually highlighted,providing diversified services for the development of our society.The progress of the society needs the cooperation of the government and the market,but when the two forces can not meet the needs of the development of our country,public organizations were added to a great extent,they have made an important contribution to the development of our society to harmonious.With the diversified development of rural society,the rural affairs gradually became more complex,relying solely on the village committee members of the power management has been weak,charity organizations in rural development has become a trend.Some of the villages set up a charity organization that providing volunteer services for the village under the lead of village committee,and some of the villages develop charity organizations for the villagers to provide free help with influential villagers in the lead.Then promote the harmonious development of rural areas.Based on market failure/government failure theory,group dynamics theory,moral theory and other research tools,this paper explores the construction of rural commonweal organizations.In order to make the article more convincing and explanatory,through field interviews and observation,this paper make an in-depth analysis of rural commonweal organizations in Hebei Province.And choose some villages as typical cases to analyze,find out the problem,learn from experience and sum up the law such as Yuanshi Country Tietun Village,Tangxian Country Beiyeyang village and Xianxian country Xiaotun village,based on twelve rural surveys of three cities in Shijiazhuang,Baoding and Cangzhou.First of all,this paper expounds the concept of villager autonomy and rural commonweal organization,and summarizes the common characteristics of rural commonweal organization: Non-profit,voluntary and grassroots,and describes the various types of existing rural commonweal organization at the same time.Then analyzes that there are many problems exist in rural commonweal organization,the village committee,the villagers and other aspects.Including the poor internal management of the rural commonweal organization,lack of funds,low professional,too much intervention of the villagers’ committee,the lack of financial support,the villagers’ low participation and the understanding deviation of the organization.For different reasons,the corresponding countermeasures are put forward,such as the need to strengthen efforts to support the government,increase capital investment,promote and foster civic public dedication,and build a reasonable relationship between rural public organization and the village committee.Through the improvement of the rural commonweal organization internal management,strengthen propaganda and other measures to achieve the construction of rural commonweal organization and sustainable development.
