The world situation is undergoing tremendous changes in the21stcentury due tothe rising of the emerging powers, and the interactive relationship between the UnitedStates and the emerging powers will exert great influence to the future. In recent years,the American power is relatively weakened while the emerging powers are generallyon the rise. After the financial crisis, America’s dominance towards the world and itsleadership are questioned. The emerging economies, including China, Russia, India,Brazil, South Africa, Mexico, Turkey, South Korea, and Indonesia, etc., as a newforce, are making a sharp contrast to America’s weak economy. With rapid economicdevelopment, the emerging powers are playing a more active role in the internationalaffairs, thus posing a challenge to America’s world status.Considering the world situation, particularly the rise of the emerging powers, theUnited States has been constantly adjusting its strategic thinking, emphasizing that the21stcentury statecraft lies in innovation, and integrating the traditional diplomaticmeans with America’s high technology. The statecraft will make sense only when theUnited States set diplomacy and development as the top priority of its nationalstrategy, strengthen civilian power and establish a network of partnership, and build aUS-centric “multi-partner world”. By building a so-called partnership with theemerging powers, the United States is trying to restrain their behaviors and play adominant role in the interaction with the emerging powers.China, one of the emerging powers, is special in many respects. It hasexperienced rapid development in the past three decades, and its strategic positionbecome more prominent during and after the financial crisis. As a result, China is thecore of the US grand strategy. Although the United States has claimed to build a“positive, cooperative, and comprehensive Sino-US relationship”, yet the US strategytowards China will definitely become more complex and diverse due to thecomplexity of the bilateral relationship as well as America’s national interest.
