2012,the second decade since the start of SCO. Over the pastdecade, with the SCO’s role in regional and international arenasignificantly enhanced, some countries and organizations expressedstrong interest in all kinds of ways to participate in the process of theSCO. as a result, expansion has become one of the most important issuesthat need to be seriously confronted and solved in the developmentprocess of SCO in future. As the two engines within the SCO, China andRussia in the issue of expanding members need to "Know thyself" as thebasis for a fully interactive cooperation. In this paper, Russia’s attitudeand policies of the expansion member of the SCO are focused in terms ofpolitics, geography, law, and organization to make some analysis of SCOmembership enlargement prospects. This paper may be helpful to relatedresearch.
