Research On The Government Performance Evaluation In National Regions

The current national regions in the Grassroots government performance evaluationpractice has overall, but theory to inadequate preparation and practice blindness incoexist, can not obtain very good performance management effect.The government innational regions as the basic unit of the administrative organization plays a veryimportant role,in the new rural construction and in building a harmonious society,therefore, the researchers should pay attention to the issue how to evaluate morescientifically the national regions of the basic unit government performance. In view ofit, according to the public sector performance evaluation theory, this article tookexamples from the western government performance evaluation of advanced experience,and then analysed systematacially government performance evaluation problems in thepractice of Tongdao dong autonomous county in Hunan province, thinking deeply howto improve the county government performance assess, and providing some new ideasfor rural grassroots government performance designed index system.This paper will research the basic unit government performance evaluation fromthe five sections:The first part is the introduction, including define the concept, this paper expoundsthe reasons and research topic selection significance, summarize the domestic andforeign relevant research literature.The second part is an important concept definition and theoretical research relatedto the performance review, theory mainly includes a service-oriented governmentconstruction theory, the new period of the party’s national theory and policy, strategicmanagement theory, stakeholder theory and the balanced scorecard theory.The third part is several developed countries performance evaluation practice andenlightenment. Through in-depth study countries such as Britain and the performancemanagement practice, this paper summarizes the performance evaluation of China’sbeneficial experience.The fourth part is about Tongdao dong autonomous county in Hunan of empiricalanalysis of the performance evaluation practice. Situated in the governmentperformance evaluation from the county found in the practice of the performanceevaluation problems, and analyzes the causes of these problems. The fifth part is about the improvement channel government performanceevaluation of the thinking and Suggestions. In the minority areas the value orientationof the government as a benchmark, determine the county’s strategic management goal,set the county performance dimension, the selection of performance indicators, optimizethe county’s performance evaluation index system, and puts new ideas forward somebasic unit government national regions of performance management.
