Under the rising of new public management movement, government performancemanagement as a reform tool has been widely used and rapidly development in westerncountries, and the total quality management, strategic management, management by objectives,performance budgeting, human resources development and management performancemanagement techniques have been applied. At present, our country at a period of the plannedeconomy system change to market economic system, reviving the government administrativeability become more important and urgent, Pay more attention to social management and theimportance of improving government functions and public service functions, strengthen thegovernment the administrative ability. In recent years, local government in China has carried outpositively the practice of performance management and achieved certain results. But the somecounty-level government in the ethnic minority areas, the lack of theory and practice’s blind andthe layout of the lack of overall planning, performance management has failed to obtain a goodeffect. How to build the effective minority areas county government performance management,play to the government at the county level in promoting social and economic development, tobuild national unity and social stability and harmonious of the environment, the role ofpromoting the construction of new socialist countryside, should be a major issue noticed bymore and more researchers.In view of this, under the panoramic view, the article focus on the defining and explainingof the government performance management and the related concepts, And using the literatureresearch and comparative analysis method compared the minority areas and non-ethic area’sgovernment performance management, concluded the particularity of performance managementin the ethic area. At the same time draw on the advanced experience of western developedcountries and central and eastern regions in our country, analysis and think deeply theperformance management by the case of the Shuang Jiang lahu wa bula dai autonomous countyin yunnan lincang.Up to provide some new ideas and methods which is the scientific andstandardization of local government performance management of the ethnic minority areas inChina.
