Research On Performance Evaluation Of Local Governments In Ethnic Areas

Nowadays,one of the important contents of government administration system reform is government performance evaluation.The establishment of standardized and complete government performance evaluation system and methods and the in-depth development of government performance evaluation are the realistic demands of the construction of socialist market economy in China.Doing a good job in government performance evaluation is of great significance for improving government efficiency and promoting administrative system reform in China.Grassroots government is an important link between the country and the society,and a constituent element of the state power.The performance evaluation of grassroots government is related to the implementation of national policies and the ability and quality of grassroots cadres.At the same time,it is also related to the image of the government among citizens.Due to its special geographical environment and social situation,government performance evaluation has its particularity in promoting its economic and social development.In the 1980 s,the new public management movement began to rise in European and American countries.Performance evaluation,as a management tool,was tried to be used by the government to improve the government efficiency.After more than 30 years of research,exploration and development in China,some achievements and experience have been summarized in the performance evaluation of grassroots government in ethnic minority areas.The working atmosphere of performance evaluation is gradually thick,and some achievements have been made in the performance evaluation.For grass-roots government in ethnic minority areas in our country,scientific and reasonable evaluation method,multivariate analysis methods and modern information technology is the technical guarantee of national regional grassroots government performance evaluation,performance evaluation theory and practice experience for application of grass-roots government performance evaluation work in national regions and the development provides a good model.Based on the theoretical guidance and practical experience of foreign government performance evaluation,this paper systematically sorts out the connotation and current situation of the performance evaluation of grassroots government in China's ethnic regions,taking the Karamay area as the research object,through literature analysis and case analysis.Methods such as law and questionnaire survey were used to analyze the government performance evaluation.Through the research,it was found that such as the lack of cognition of the performance evaluation of grassroots government in ethnic areas,the evaluation indicators did not fully reflect the characteristics of ethnic regions,the scientific content of the assessment,and the institutional mechanism.And the problem that the talent guarantee is not sound enough,the evaluation results are not fully used,and the reasons for the ideological concepts,national characteristics,system norms,and civic participation of the problems are analyzed.At the same time,the grassroots level of the ethnic areas is deepened in combination with the actual situation.The concept of government performance evaluation,the improvement of the system and management mechanism,the development of indicators that reflect the national characteristics,the role of the public evaluation body and the use of government performance evaluation results and effective extension,etc.In order to advance the work of grass-roots government performance evaluation minority areas to develop in depth to further enhance the quality of grass-roots government service and office efficiency minority areas.
