Chongqing is the only municipality in the central and western regions. It is also thenational pilot region for comprehensive reforms on balancing urban and rural. In overallsituation of promoting coordinated regional adjustment and promoting the reform andopening-up, Chongqing has an important strategic position.At present, Chongqing is in a critical period of balancing urban and ruraldevelopment. The traditional social order, economy modes and political system arecracking, while new ones have not been fully established. In this complex process oftransformation, there is strong connection between societies, politics and economy,which results in many complex problems which are difficult to solve. In this specialtime, with the guidance of Scientific develop outlook, with the aim of promoting publicinterest and social well-being and with the morality constraint of "public servants" tobuild a state administrative organs is of great significance."Philosophy is pilot toconduct ", under the guidance of responsibility-oriented government conception,government action must be reconstructed to match the harmonious development ofrelations between citizens, corporate and market. The building of ResponsibleGovernment needs institutional innovation, foster the concept of scientific achievementis ideological guarantee to the building of responsibility oriented government; and theinnovation-based selection system is prerequisite; while establish a scientific-basedperformance appraisal system is institutional guarantee; and the perfection ofaccountability resignation system is an inevitable choice.This thesis is divided into six parts, analyzed and researched the building ofresponsibility-oriented Chongqing government. The first part of introduction describedthe background of the coordinated development of urban and rural areas, which clarifiedthe importance of building responsibility-oriented Chongqing government and theresearch ideas and methods. The second part described the conceptions of domestic andforeign scholars and clearly brought out the conception of responsibility-orientedgovernment and the coordination of rural and urban development.The third partanalyzed the role and significance of building responsibility-oriented Chongqinggovernment to the coordination of rural and urban development. The forth part analyzedthe problems and causes in the process of building responsibility-oriented Chongqinggovernment. The fifth section presented the measures and strategies of building responsibility-oriented Chongqing government in context of the coordination of ruraland urban development. The sixth part summarized the thesis and made the conclusionsof this study and future research prospects.
