Studies On Development Of Social Undertakings In Chongqing

China has made a spurt of progress in economic development since the adoptionof reform and opening-up policy. However, compared with the development ofeconomy, social undertakings obviously lag behind, resulting in a variety ofcontradictions. The imbalance between economic and social development has drawnnational attention, Chinese Premier Wen Jiabao has stressed many times that socialundertakings are beneficial to the people’s livelihood, governments at all levels mustdiligently, conscientiously carry out scientific outlook on development, and strive topromote the cause of social reform and development, to build a socialist harmonioussociety. Chongqing is the only municipality directly under the central government inwestern China, and the biggest feature of it is the coexistion of big city, big country,large area, big mountain and minority area, the development of undertakings is closelyrelated to the construction of well-off society. In order to balance economic and socialdevelopment between urban and rural area, Chongqing city became the nationalcoordinating urban and rural comprehensive reform pilot area in2007. Under thisbackground, in order to fully master the development of social undertakings inChongqing City, this paper uses index method, selects the eastern province of Fujian,the central province of Jilin, western province of Shanxi and the national average levelas the comparison object, on the basis of statistical yearbook for nearly ten years,through horizontal comparison and draws the conclusion that the social undertakingsdevelopment level of Chongqing city is still very low, many problems still exist, andthen the author makes analysis, finally puts forward the countermeasures andsuggestions.First of all, this paper systematically studies the significances of socialundertakings, pointing out that the study of social undertakings contributes to themaintenance of social stability, the construction of socialist harmonious society,contributing to the increase of farmers’ income, contributing to the overall urban andrural development, conduces to a government decision-making optimization, helps topromote the transformation of economic growth mode and social transition, it also helpsto build a" decent society", and this paper makes a systematic review of related researchat home and abroad.Then, based on the disadvantages of present studies, drawing lessons from other research methods, access to government documents,the author builds a strongoperability of the comprehensive evaluation index system and the the calculation ofevaluation index in details. On the basis of this, the author makes a comparation studyof the social undertakings in the eastern province of Fujian, the central province of Jilinand the western province of Shanxi according to ten years of statistical data, using theindex method.and through a series of studies we master the fundamental condition ofthe development of social undertakings in Chongqing city.Through the study we find that, the social development level of Chongqing city isstill very low at present,which needs to be further improved.The low development levelof social undertakings in Chongqing city is affected by many factors, such as the basicpublic service supply of social undertakings being mainly single, social participationbeing low; two economic structure leading to social development imbalances; publicfinance system being not perfect; government performance evaluation system being notscientific.Finally the paper gives some countermeasures to promote the development ofsocial undertakings in Chongqing city, the promotion of social development is acomprehensive, systematic project, which needs the joint efforts of the government, totake a number of measures, such as urban and rural and social development, promotingthe equalization of public services; promoting the transformation of the government,accelerating the construction of public service oriented government pace; increasingfinance investment, adjusting defray structure; improving the fiscal transfer paymentsystem; building sound social development performance evaluation and accountabilitymechanism and so on.
