The Research On The Practice Of PPP Model In The Development Of Social Old-age Career

Now adays,with the deepening of population aging in China.,the problem of providing for the aged becomes more and more prominent.The government of our country has taken many measures to develop the pension service actively,and the increasing demand for pension service has caused the contradiction between supply and demand of social pension service.Therefore,the introduction of PPP mode in the development of old-age care has become the focus of our government.Relevant theoretical studies at home and abroad show that PPP,as a new management and operation mode,has a broad prospect in the field of public service.How to solve the difficulties and problems in introducing PPP mode in the development of social endowment undertakings is not only the need of practical work,but also in theory there are some major problems that need to be studied in depth.In view of this,in this paper,the problem oriented,adhere to the "based on the theory-close to practical-grab the problems-understand the present situation-proposed countermeasures" overall train of thought,based on the questionnaire survey data and interview data,and combined with case analysis,the effect on the application of the endowment enterprise developing the PPP mode,has very important theoretical and realistic meanings.Domestic and foreign theoretical circles have studied the PPP model and its application in social endowment.Relevant literature review shows that the introduction of PPP model in the development of social endowment has become a consensus,but there are still many problems worthy of further study.The first chapter of this paper first elaborates the theoretical basis of applying PPP model in the development of pension undertakings.This chapter first expounds the concepts of PPP model and social pension undertakings,and then discusses the relevant theories of applying PPP model in the development of pension undertakings,including public goods theory,new public management theory,public goods investment and financing theory and welfare subject pluralism theory.At the same time,it explores the practical basis of applying PPP model in the development of social endowment undertakings in China,analyses the necessity and feasibility of applying PPP model in the development of social endowment undertakings in China,and combs the application of PPP model in social endowment undertakings,including the type of PPP model,policy text,number of projects,financing scale,etc.The second chapter is the investigation and analysis of the application of PPP model in the development of China's social endowment undertakings.Through questionnaire survey,in-depth interview and other surveys on the current situation of PPP mode application in the development of pension service in China,it is found that the demanders of pension service hold a supportive attitude towards the application of PPP mode in the development of pension service,especially for the environment and equipment of PPP pension service institutions,but hold a conservative attitude towards its application effect.The focus of old-age care service providers on the application of PPP mode in the development of old-age care is mainly on the aspects of capital investment,participation management and price setting.The study finds that the effect of PPP mode in the social pension industry in China is obvious,and the scale of financing,the number of projects and the level of service are on the rise.But at present,there are still some problems in the application of PPP mode,such as insufficient investment,low private capital income and unreasonable price setting.The third chapter is a case study of the application of PPP model in the development of social endowment in Wuhan.From the implementation of social pension PPP project in Wuhan Social Welfare Institute,the project has important demonstration significance and development prospects,but there are also some shortcomings.Its demonstration value mainly includes: strong policy guarantees the investment of project funds;reasonable risk-sharing mechanism and benefit-sharing mechanism enable project participants to achieve win-win through cooperation;effective project cost control mechanism ensures effective cooperation between the government and the private sector.The project also has some shortcomings,such as high pricing,and product and service standards,pricing mechanism,tax policy are waiting for further testing.However,the experience accumulated in the operation of the project undoubtedly provides inspiration and reference for the further development and continuous improvement of the social pension PPP project.Chapter fourth summarizes the research of this paper and puts forward relevant countermeasures and suggestions for the effective application of PPP model in the development of social pension undertakings.Relevant countermeasures and suggestions include: to form diversified financing channels;to promote the reform of pension price,to establish a benign input-output mechanism;to establish a suitable performance evaluation system;to build a social trust system,a reasonable benefit-sharing and risk allocation mechanism;to strengthen the propaganda and management of the application of PPP model in social pension;and so on.
