To Explore The Construction Of Community Relationship Between Path And Mechanism

The biggest political advantage of the Communist Party of China lies in theclose ties with people. Keeping and strengthen the close relationship between theparty and people have important significance for improving the Party’s governingcapacity and consolidating party’s ruling status. The community party organizationsare important power for consolidating party’s ruling status in cities. At present, therelation between the party and the masses tend to be alienated; The masses workmethod of the party is not suitable to the modern benefits situation; The ability oforganization and mobilization tends to be weaken. How to scientifically construct therelationship between the party and the masses in the new period for consolidating thepeople self-identity, trust and support party and promoting integration between partyand people? This is a hot and hard question in the Community Party build workresearch.This paper researches the relationship build between the Community Party andpeople in the view of social capital theory to explore practice state and operationalmechanism in the blood relationship between party and people. This paper suggeststhat social capital is the network of relationships and the rule of interaction, norm ofreciprocity, trust, belief and values which keep the network of relationship. Thenetwork of relationships can be formed with the interaction between individual andindividual，individual and organization，organization and organization. The network ofrelationships, norm and trust are the essential factors and also the node andmechanism in the blood relationship between party and people. The Community Partyshould start with embed in the community net, then form the rule of interaction, and atlast produce the trust between party and people. At the same time, the party shouldpromote the cycle between network, norm and trust.This paper takes “neighborhood organization” in the A community, A street asan example. Anatomy the interaction between community party, neighborhoodorganization（the organization is characterized with spontaneity and neighborhoodinteractivity）and community member from the three dimensions——network, normand trust. Then, induce and generalize the path to develop social capital and built therelationship between party and people: first comprehensively considerate the existingsocial capital, analyze the new social governance resources; then grasp the timescharacteristic and the people’s demand, integrate social resources by organization; at last stick to mass view and mass line, continue to invest and implore social capital.This paper will add that the mechanism in the blood relationship between party andpeople: the built and develop mechanism of network with the node of party memberand community elite, the standardized management mechanism with the core ofautonomy, operation mechanism with the basic points of extensive participation, thetrust mechanism with the key point of frequent interaction.
