Study On Citizen Participation In Public Decision-making Guided By Government Under The Context Of New Media

Under the background of globalization and informatization, especially withthe emergence and rise of new media, the citizen participation in sportshighlights its influence continuously, the voice of "a strong democracy","activecitizenship" and "the community citizens management" is daily on the increase,citizen participation has become a part of the modern government managementprocess and daily works of public managers.Although the rise of new mediacreates the necessary technical support for citizens to participate in publicdecision, the lack of guidance of citizen participation also appears manyproblems. Therefore, the government should guide citizens to participate inpublic decision-making with the theoretical construction by incell type guideand technology support, strong response to the intrinsic defects of citizenparticipation under the background of new media, as well as to a negativeimpact of the public decision quality etc, change the citizens "individuality" into"public", give play to citizenship, implement civil autonomy, promote theprocess of civil society, to make citizens participating in public decision play apositive role to managers of scientific and democratic decision under newmedia environment, and lead citizen participation factors of public decisionunder new media environment in the healthy development to form a effectivedecision mode of benign citizen patricipation, so as to improve the governmentpublic management ability and level, enhance the public satisfaction of publicdecision-making.From the view of development process of citizen participation in ourcountry and influence to our citizens participating in public decision-making by new media, this paper indicates that at present our citizen participation is indisorder or lack of disorder, and in situation of publicity deficiency, while thegovernment in a passive way to respond to the disposal of citizen participationresults in insufficient response, which makes public decision-making difficult tomeet full citizens support and even cause the government legitimacycrisis.Therefore, the government should take embedded type guide way guidecitizens to participate in public decision-making, in order to delete the boundarybetween official and citizen in the public decision, eliminate estrangement andopposition, structuring the strong relationship between government and citizens,realize effective communication, build trust with each other, accept citizens aslegitimate participants in decision process, and introducing relevant technologyto realize orderly citizen participation in public decision-making.
