With the gradual rise of the various community volunteer organizations, whom playing an increasingly important role in social activities, we can not simply regard their funding plight just as a bottleneck in the development of the organization itself, but more should be taken seriously standing on the height of the constraints on "third sector" development and the civil society to cultivate. This thesis analyses the background and current situation of the folk financing of the volunteer organizations in three aspects of the development and the funding status of our community volunteer organizations. the cause of the financial cooperation between community volunteer organizations and folk agencies, and the current situation of the outside financing of non-governmental organizations. Then, the thesis deeply analyses the current funding situation and the difficulties in funding in the case of GRASSROOTS COMMNITY in Zhabei District, Shanghai, simultaneously make suggestions of the difficulties in funding from folk institutions. First, we should recognized the Significance to improve the community volunteer organizations; second, the principle of supervision according to law and appropriate guidance need to be cleared at the government level while the community volunteer organizations financing from folk institutions; third, the communication between government and community volunteer organizations need to be strengthened; forth, we have to smooth the financing channels of community volunteer organizations, policies need to be laid down to guide diversified smooth financing channels of community volunteer organizations at the government level; community volunteer organizations should alter the financing situation of single passive choice options to diversification initiative choice at their level.
