With the rapid development of technology, people have more access to get information. Atpresent, crises are emerged more frequently than before. New media, with the function of collecting,reporting and tracing the public crisis, plays an essential role in public crisis management. It isrestricted by government and also gets influences on the government; it can guide the pubic yet catersto them. It is imperative to construct a scientific, sustainable and high efficient new media to deal withpublic crisis, and it will become the key to maintain domain stability, to improve international imageand to strengthen China’s soft power.The first part, it gives a brief introduction of the meaning and necessity of this thesis, theachievements of this topic and the main problems. Secondly, it explains the concepts, features andcriteria of new media, public crisis and public crisis management. Then the thesis observes the statusof government public crisis management in China to reveals problems. Also it analyses that there fivereasons for that, which are lack of public crisis management consciousness; lack of cognition aboutthe role of new media in public crisis; the ineffectiveness of new media in public opinion guide; lackof professionals; and lack of emphasis of non-governmental organizations in government public crisismanagement. Finally, on the basis of taking experience of dealing with new media in governmentpublic crisis management from western developed countries, the author brings forward severalcountermeasures in the vision of new media in government public crisis management: making full useof new media and build up accurate public crisis management consciousness; enhancing thelegislation on public crisis management aimed at new media; improving public crisis managementsystem and administrative accountability system; strengthen public opinion guidance and onlinepublic opinion analysis; cultivating professional institutions as well as personnel, and enlarging theattendance of various social subjects.
