The popularity of the Internet and information technology has created a new media era,compared with the traditional media,the information dissemination of the new media is more rapid and extensive.When it interacts with the sudden public crisis events,the dissemination speed of public opinion is faster,the influence scope is more extensive,and the degree of uncertainty is more prominent.The public opinion management mode of the government in the traditional media era can no longer meet the needs of the new situation.This paper focuses on how to reform the public opinion management system of the government public crisis based on the new media.The new media not only brings convenient communication,but also brings challenges to the governance of social public opinion.From the perspective of new media,this paper finds out the internal relationship between new media and public crisis public opinion on the basis of clarifying the concepts of new media and public crisis public opinion.Secondly,it analyzes the present situation of public opinion management of public crisis in our country and the four universal problems such as the backward concept of public crisis public opinion management,the relative backwardness of legal system construction,the imperfection of various public opinion mechanisms and the lack of professional level of public opinion management.On this basis,the importance and necessity of reforming the public opinion management system of government public crisis from the perspective of new media are explained.Finally,this study proposes to establish people-oriented management values,establish equal and fair management norms,cultivate the management concept of media integration,establish and improve the legal system of new media communication,establish and improve the legal system of public crisis public opinion management,establish the monitoring and early warning mechanism of public opinion,establish the mechanism of public opinion rehabilitation and recovery,set up professional public opinion management institutions,and strengthen the training of professional public opinion management personnel.It is a concrete countermeasures to reform the public opinion management system of government public crisis in an all-round way from the perspective of new media.In the strategic analysis,this paper emphasizes several key points,that is,paying attention to the "people-oriented value orientation,the working atmosphere based on the law,the work flow with the mechanism construction as the core,and the talent as the fundamental guarantee system".In the research method,this paper uses the literature analysis method,the case analysis method and the comparative analysis method.By consulting a large number of literature,we can understand the relevant theories and research status of new media and public crisis public opinion at home and abroad;collect a large number of cases of public opinion management of public crisis events in our country in recent years,compare and analyze the traditional mediaconditions and new media conditions,the situation of public crisis public opinion management among different regions,sum up the problems behind the practice of public opinion management,and analyze the reasons.The result of this study is that the new media is the main field of public opinion,which is the most important field of public crisis management in the current and future.Based on the new media angle of view,the public crisis public opinion management reform in our country is the future development direction,this reform needs to be carried out in a comprehensive and systematic way,that is,from the management concept,the legal level and the mechanism construction level,The main conclusions of the four aspects of the organization and the personnel level.
