The Countermeasures Research On Human Research Development From The Role Of The Government

Constructing the country with great human resources is one of the significant strategies in theprocess of advancing socialistic modernization completely in China. And the only way for that is topromote the human resources development. The human resource development capacity plays a morecrucial part for a country or region to get an edge on the competition. As a major body of humanresource developing, the government not only fulfills the task itself but also stimulates the initiative ofother bodies, leading it to a virtuous circle of the development of the human resources.Seeing from the perspective of the human resource and the role of the government, this paperdeeply studies the role of the government in the development of human resource. The paper first statessome relative theories, such as human capital theory, the human resource development and the role ofthe government in the public management, providing the theoretical foundation for the future analysis.Second, the paper discusses the necessity of the intervention of the government in the human resourcedevelopment and the role orientation of the government can be identified as a policy-maker, a servant,a mediator and a monitor in the course of human resource development. The paper also analyzes thepresent situation of human resource development, pointing out the problems and higher demands dueto the economy growth. Finally the paper offers some relevant suggestions on realizing and promotingthe human resource development, that is, to clarify the role of the government in the development ofhuman resources, to construct the multilayer education systems for the development of humanresources, to create the overall employment governmental network, and to increase the scientificflowing systems for the human resource development.
