Throughout the history of the eastern and western worlds, management institutionsand management personnel emerged with the appearance of countries. Staffingmanagement and its research come up at the same time. However, in today’s world,staffing management research is still weak.Not only are there few theoretical articles on staffing management, butManagement Practice is mainly limited to national and provincial macroscopic level. Inthe local governments, especially in the towns of national regions the staffingmanagement research is very weak. Therefore, giving some suggestions for the reformof the staffing management in those regions and promoting the development of staffingmanagement discipline at the same time become the starting point of study in this paper.This paper mainly analyzes the current situation of four towns in S county Guizhouprovince. In order to provide an effective feasibility scheme to solve the problem of thepublic servants`staffing management in towns of national regions in China, the authorwho has some work experience by himself in the township government tries to givesome reasonable opinions and methods for public servants`staffing management there.The main research methods in the thesis are interview method, elementary analysis,qualitative and quantitative analysis.This thesis mainly includes the following six parts:Part one: a review of the existing research results and reference in theorycircle;Part two: the core concepts and theoretical explanation; Part three: the currentsituations of public servants`staffing management in towns of national regions,including the system and policy goals of staffing management and township institutionsand staffing situation;;Part four: to find management discipline on national regions onthe basis of investigation and study on the object(S Country).Part five:to analyze thepresent policy and the relevant problems of the staffing management in nationalregions,and to discuss the reason why there are so many problems. Part six: when thegovernment makes policy on staffing management in national regions,the elements itshould pay attention to,the specific measures it should take and the supporting measures it should take are the most important ways to make the management there perfect and topromote the management work orderly.
