Basic public service is such a service where government provides the wholepopulation with basic living and developmental welfares, ranging from basic hardwarefacilities, to all-inclusive Social Security System. Basic public service is one major wayfor government function, and one major trace to government legitimacy. All residents,regardless of their races, economical and social status, and residential regions, shouldequally enjoy these services. It is the government’s compelling obligation to ensure theequalization of basic public service for all residents, which lays the core foundation forbuilding a service-oriented government, as well as a premise for building a well-offsociety in an all-around way.Basic public service and economic society are complementary, economic andsocial development calls for a better basic public service, which in return acceleratestheir development. Approved by the State Council, Chongqing is a reform area forurban-rural coordination. Therefore its basic public service will be taken as a model forthe whole state as well as as a welfare for33million locals. It also offers supportiveinstruction for better development of the whole country’s basic public service and forthe improvement of general level of the basic public service, in this way the regional,especially the urban-rural gap of such service will be narrowed.Based on the real scenario of Chongqing, the dissertation gives an introductionabout its current supply of the basic public service; by comparing it with that in othercities, in its own urban and rural regions, as well as comparing it in Chongqing “One-Hour Economic Circle” and “Two Wings”, it also analyses and figures out the currentproblems in the supply of Chongqing basic public service. To get a better and deeperreason, the author tries to argue from all aspects including system, economics, societyand psychology. At the end of the dissertation, the authors offers specific measures tosolve these problems.
