To Achieve The Equalization Of Basic Public Services Of Path Selection

Thirty years since the reform and opening up, China’s economic and social development has made remarkable achievements, comprehensive national strength and the level of the people living are continuously improving. The functions of the government reform, which particularly emphasize on the investment in the basic education, health, employment and social security and so on, related to all aspects of the people’s livelihood, and basic public services supply has made remarkable achievements.And because of problems in the household registration system, supply, institutional mechanisms, which resulting in the lack of the total supply of our long-standing basic public services, especially the serious phenomenon that non-equalization of public services between urban and rural areas, between different regions, between different social groups, and there are even imbalanced resource allocation for basic public services, and the livelihood issues related to the vital interests of the public is more prominent.As the reasons and problems of our basic public services work, this paper through sorting out the basic public service equalization practical experience of contemporary Western developed countries, as well as taking two typical representatives for the equalization of basic public services which are the national comprehensive reform pilot area of local constructions--Marina District of Tianjin and Chengdu for example.Equalization of basic public services must first adhere to three principles: the principle of combining long-term goals and short-term goals, the principle of equalization on the basis of differentiation, and the principle of norms and the flexibility in the legal system.Also, this paper has preliminary exploration on paths of equalization of basic public services. Three advices must be concerned:the specific work must be combined with China’s national conditions, firstly, focus on the breakthrough in rural areas’work, to promote the basic public services in urban and rural areas, improve the level of the equalization of basic public services in urban and rural areas. Secondly, building a complete legal protection, through the establishment of a "reasonable classification" as the core constraint mechanism, and to build the legal system that ensure the realization of "equalization". Finally, the reform of the financial system, first of all, our central government must increase the financial input of basic public services in the Midwest and poor areas, to take continued financial support as material security; addition, to introduce the "horizontal counterpart support "mode, and make the developed eastern regions better in playing the role of lateral supportNon-equalization of basic public services, in essence, is the imbalance in the distribution of wealth, the benefits cannot be shared. Necessary and important way, which can promote reasonable allocation social wealth and make all citizens share the fruits of development, is the achievement of the equalization of basic public services as soon as possible. The study of the equalization of basic public services, not only in line with the currently trend, which governments around the world highly are concerned about the development of basic public services supply policy, but also fit for China to accelerate the transformation of economic development mode, to carry out and implement the scientific concept of development, to achieve the task of building a moderately prosperous society, in addition, this can better meet the people’s growing demand for basic public services.
