Study On The Mechanism Design And Policy Option Of The Equalization Of Public Services In Western China

It is a wide range of theoretical and practical significance to achieve theequalization of public services for maintaining a sustained and healthy development andimprove living standards and promoting social harmony. Currently, the unbalanced,uncoordinated and unsustainable problems of the development are very prominent.Policies and measures about the equalization of public services are used, which couldnot only conducive to coordinated regional development, and also truly improve ourpeople’s livelihood and change the "short board" problem of public services. TheWestern region is the largest land area and the most backward areas of economicdevelopment in China. Though it has a number of developments since WesternDevelopment Strategy, The development gap between east and west is still growing,including total GDP, income level or financial level of industrial development, percapita income and so on.Through constructing the evaluation index system of public services level andusing the methods of Factor analysis test, this paper analyzes the public services level ofchina’s western regions and its regional differences. The horizontal analysis shows thatthe level of western regions’ basic public services is at a lower level and its level is littlehigher than the Central Region. Next we use the data to measure the regionaldifferences and changing tends of public services level in China. Our research showsthat: the interval sample, the trend of the interregional difference for public service levelis gradually increasing and existence for the regional differences of public services levelin future. The reasons of the non-equalization of public services are historical andpractical, including the “identity theory”,“system theory”,“fiscal decentralization" andthe development strategy. Based on the theoretical and empirical analysis, we make useof the methods of game on public services, and establish the operating mechanism ofequalization of public services for the western region. The mechanism would promotesthe aim of equalization of public services for Urban and rural, regional and community.Theoretical research is ultimately used to guide practice. The prerequisite orimportant step for achieving equalization of public services is that we should knowabout the status of public services and its level, the mechanism of equalization of publicservices for the western region. After these, we could know the focus of governments’job. As the gap between our regions not only in the economic development level, income level, openness, etc., but also profoundly reflected in the public services. Thusbeing to achieve the equalization of public services is the main important elements offurther developing. From the viewpoints of long-term, we need to change the concept ofdevelopment, formulate the development of relevant development plans, increaseinvestment in public services for the western region and set up a combination ofshort-term and long-term supporting policies and innovative institutional or mechanismsfor public service, which could bring about a stable mechanism on the equalization ofpublic services and improve the quality of the western development strategy.
