A Study On The Factors Of Farmers’ Participating In Household Registration System Reform

The household registration system is one of our basic state administrative systems.It is very important to us and of great significance. With the further development ofeconomic society, the household registration system reform has become one of themajor issues in our country’s present stage of system reform. The scientific research wasdesigned to find out the influences of the farmer’s willingness of participating thehousehold registration system reform. Making scientific and rational, strongly practicalhousehold registration system reform policies has an important significance to promotethe reform of the rural and urban household registration system and realize theintegration of urban and rural areas as a whole.Based on the reviewing of the research at home and abroad, this article makestheoretical analysis about the farmer’s participation in the household registration systemreform by borrowing ideas from the Theory of Hierarchy of needs(which is in thestudy of human behaviors in the sociology and psychology), conformity behavior theoryand the theory of rational behaviors, forming the theory frame of the action principlethat peasants participation in the household registration system reform. On this basis,the paper also takes Chongqing for example, combined with the major practicalsignificance of Chongqing farmers’ participation in the household registration systemreform, from individual characteristics, economic factors, public service, personalpreferences and the institutional factors,five aspects, summing up and extracting20influence factors index to form" the questionnaire of the influence factors of Chongqingfarmers’ participating willingness in the household registration system reform ". It alsoextracts the "one hour economic circle","south eastern Chongqing" and "Chongqingnortheast" such cities to do practical research, totally obtaining valid questionnaires for311shares. By using binary regression model Log It to analyse the influence factors ofthe farmers’ participation in Coordination of Urban and Rural Household RegistrationSystem Reform, it drew the conclusion that: on the aspect of individual characteristics:the three variables of gender, age and social career do not go through the significant testin the model; Marital status, and the family size have negative correlations for farmers’transferring wishes; Education degree of farmers have positive correlation influence forit; For the aspect of family economic situations: the family income ‘effect on farmers’transfer tendency is not significant; However, the proportion of household spending will have negative influence on it; Besides, land compensation to farmers’ income tend tohave a significant positive influence; For personal preference effects: native complex,personal beliefs, urban and rural lifestyle differences three factors have no significantinfluence for farmers to transfer; Public services: housing security situation,employment and reemployment training, children came near to the entrance andconvenient degree all intend to have a significant positive effect; urban public servicefacilities as well as medical and health services intend to have no significant influence;For policy: census register policy and family planning preferential policies, the twofactors of agriculture, seems to have no significant influence to transfer tendency;Meantime, the social security system will have significant positive effects on it.Finally, it puts forward relevant policy Suggestions based on the conclusion fromthe household registration system policy design, policy implementation and farmersmost concerned social security system and the construction of public service system,thus improving the household registration system reform policy to be designed scientific,systematic, reality and pertinence, promoting the integration of urban and ruralhousehold registration system construction in our country to be sound and rapidlydeveloped.
