Social assistance towards vulnerable groups has been very important in the process of market economy in China.It has an extremely important significance for the elimination of social conflicts,promoting social fairness and justice and full completion of the construction of a well-off society.Orphans and disabled children are the most vulnerable group in the society,most in need of protection and assistance.But as a special vulnerable groups,orphans and disabled children have been living in the isolated social institution,so that the public has no way to get in touch with the orphans and disabled children,and the living conditions of the group and the institutional maintenance has been little known to the public.The study uses ualitative research methods,learns from the total institution,system of units,and resource exchange theory perspective,and the research starts from the government functions as the conservation of state welfare agencies,non-governmental charitable organization involved in the rescue of these three levels,orphans and disabled conservation state welfare agencies children suffered salvage the situation.The study concludes that,government's failure leads to public services and goods provision insufficy,in that the government can not meet the specific needs of vulnerable groups of orphans and disabled children;the state welfare agencies' service towards the orphans and disabled children have many drawbacks,because of its ongoing stubborn Danwei System,and "total institutions" features;non-governmental charitable organization have been involved in the social assistance of orphans and disabled children,play through the spirit of volunteerism,professional skills and organizational advantages,and it has achieved achieved excellent results in orphans and disabled children charity;non-governmental charitable organizations and government agencies carried out fruitful cooperation in charity for orphans and disabled children,non-governmental charitable organizations to government agencies unable to perform the functions of supplement perfect;However,due to the national government control orientation inherent non-governmental organizations,the lack of institutional support environment,civil society organizations lack the full development of the soil.In other words,government agencies and non-governmental charity organization defects and deficiencies of the institutional environment,can not deepen build a rational and efficient working relationship,making it difficult to fully discharge its functions in the cause of charity and rescue of orphans and disabled children.The research found that,through the interaction between orphans and disabled children's charity in the government and private charitable organizations,exists the model of"Dependent Cooperative Mechanism",which in one hand,is the lack of the the government agencies for vulnerable groups cover a full range of special services supply capacity in urgent need of supplementary involvement of civil society organizations;the other hand,the non-governmental charitable organizations is in urgent need of support,such as the institutional environment and other resources,because of its organizational advantages and better social integration of resources.So,there is a more obvious complementary resources dependencies between government and non-governmental charitable organization.On this basis,the paper specifically provides suggestion on the government nurture and support non-governmental charitable organizations as well as non-governmental charitable organization's own building to make certain suggestions in order to build both benign and cooperative relations,and thus to promote the charity of the orphans and disabled children and other vulnerable groups.
