Since the reform and opening up, Communities have taken charge of more and more social management and service factions which were originally undertaken by the government and social institutions, with the development of the socialist market economic system and the disintegration of institutional system. The community workers are playing more and more important role in the social management and development. However, the original community worker troop, which mainly consists of residents’ committee member can not adapt the changed situation any more. So, the human resource in community come into being under this circumstance. Hiring personnel to community work is a completely new thing both in theory and in practice. Judging from the present situation, the theory falls for more behind the practice, so it’s urgent to strengthen the theoretical research. Therefore, the theoretical research is of great significance to practice.The thesis uses empirical research method to draw general conclusion through the analysis of cases. The whole thesis is formed by five parts of contents.In the first part, giving the brief introduction to the research of human resource distribution in community. To state the current research achievement and weakness of function transformation and human resource distribution in community by reading the relative domestic and foreign references.In the second part, we state the relative human resource theory, and make a conclusion to the theory of human resource in community.In the third part, we do a research in function transformation in city community and analyze the future’s trends.In the forth part, we make use of investigation data and materials to introduce the human resource distribution under the function transformation in city community in Hangzhou. According to the function transformation, we analyze the transformation in distribution of human resource in city community in Hangzhou. And giving the forecast of human resource distribution in future’s hangzhou city community.In the fifth part, take Chao Ming community as an example, to state the human resource distribution under the function transformation in city community.
