The government performance evaluation is a strong political and technical work, which is the combination of both value rationality and instrumental rationality; County Government is the de facto local government and the regional development center; Public Value-based Government Performance Governance theory is innovation on the basis of reflection on defects of new public management, have strong correction function and guidance significance. For this reason, study on the Government’s performance evaluation process, which from the perspective of county-level Governments under the framework of the PV-GPG, will not only contribute to the practical application of the PV-GPG model, but also more generalized meaning.This study put theoretical research, systematic methods, comparative studies and case studies together. First of all, management elements, administrative functions and evaluation function changes are distinguished under the framework of the differentiation between PV-GPG and the traditional evaluation processes in theory. On the basis of the theoretical construction, according to the "value chain", the function prior to the government performance evaluation is located in "access and balance of the public value ", during the evaluation is located in "bearing and output of the value ", after evaluation is located in "feedback and reshape of the value ". Secondly, the functions and roles of each link in the process, each agent’s appeal and value orientation in the process are respectively defined, a common evaluation processes is designed based on the PV-GPG, the shared database and process management system of government performance evaluation is established according to the combination of segment’features and subject’values. Thirdly, six specific processes are designed on the basis of the common process depending on the differences of those basic models, such as the organizers, evaluators and the functions of evaluation. Finally, some beneficial inspiration relevant to the value construction, the application of multiple models and motivation mechanism is found by capturing and studying16county-level government performance evaluation cases.The innovations of this paper has four points:use "County Government" as the standpoint to design the process, put public value into the evaluation process, established the process management system of government performance evaluation, distinguished the differences between the common process and the serial processes with particular function. Further analysis of next step research lies in the direction of those cases and the further refinement of those processes.
