Education and training of cadres is a pilot, basic, strategic project for the construction of high-quality Cadre, it is an important way of strengthening the Party’s governance capability and vanguard nature, and it is also an important guarantee to promote the scientific development of economic and the whole society Assessing the training effectiveness is the most important aspect and a indispensable step of training, Experience tells us that, management tools will fail if there is no assessment and evaluation. Assessment on the civil service training programs is good for the construction of the cost-conscious government, an effective way to improve the quality of training.This study is designed to solve three problems:First, how to set up a scientific education and training performance evaluation index system of the civil service; Second, measure the cadre education and training performance of training base of Zhejiang University; Third, how to increase the cadre education and training performance in China.On the basis of the connotation of cadre training performance and the Kirkpatrick training evaluation model, researcher builds the index system of cadre education and training performance indicators from four dimensions which is reflect, learning, behavior and results. Using questionnaires, membership data analysis, correlation analysis and judgment to discrimination method, we finally establish 52 indicators about cadres training performance evaluation. The data shows that the index system has good reliability and validity. Then we apply the indicator system on the measurement of cadre education and training in Zhejiang University. According to the result of the descriptive statistical analysis and analysis of variance, we have a general description of Zhejiang University cadre education and training base, and point out the different training parameters are different in their training performance. Finally, from the three levels, the training market, training organization, training institutions, researcher puts forward a number of optimal path to improve the performance of cadre education and training.
