Administrative examination and approval system is the national service, control and management of social and economic activities of an important means and effective way. In the maintenance of social order, protect the lawful rights and interests of citizens and legal person institution plays an irreplaceable role. Therefore, the study of administrative ecological environment, the establishment of the corresponding measurement system, find its influence factors and the optimization path is of important theoretical and realistic significance.Problem oriented, this study from the Angle of combining theory and empirical analysis, the actual situation of the ecological environment to the taizhou government affairs and influence factors were studied. Derived in the theory part, through to the government services, service environment, environmental evaluation and e-government environment optimize the four parts of literature review, the related literature at home and abroad and the theory are summarized and reviewed in this paper. And based on this, advances the connotation of administrative ecological environment and its components, puts forward the government the influence factors of the ecological environment, and build the ecological environment of the actual assessment system, e-government the influence factors of the ecological environment assessment scale, In empirical research part, through the quantitative analysis of taizhou and its subordinate counties questionnaire, to determine the administrative ecological environment system of measurement and weight, government affairs, a comprehensive appraisal is made on the ecological environment of taizhou. And the dependent variable on the results of comprehensive evaluation, and further discusses the influencing factors and government affairs, the relationship between the ecological environment of verify the relevant theoretical assumptions.The results show that in taizhou government affairs in six first-level indicators of ecological environment, the rule of law and efficient e-government score higher, get widespread public approval, clean government, sunshine government affairs and democratic government affairs score of medium, the responsibility government affairs have lower scores, there are a lot of room to improve. And through the regression analysis showed that the influential factors of execution mechanism, supervision mechanism, service level, the working face, openness, rule of law, economic basis and hardware facilities for the ecological environment has the positive promotion effect. Combines the actual conditions of taizhou government ecological environment assessment result, and the factors affecting the results of the validation relevant successful experience at home and abroad, this study from the macro and micro level optimization government affairs environment, nine path. In the conclusion part, summarizes the main research results of this study and innovation, and points out the weakness of this research and the prospect of research for the future.
