Research On Social Organization To Participate In The Public Crisis Management

Recently, events lead to public crisis seems increasing over the world. The root of the crisis may be the nature factor like the’Wenchuan earthquake’and the’SARS’ wave through China in2008or would also due to factitious factor such as the tragedy of’911’.These events resulted in enormous influence and speeded to a wide range of public crisis which cannot completely solved only on the government’s crisis forces. Thus, for countries to deal with the public crisis, a great challenge has been put forward.Governments has been realized, to meet the requirement of crisis management, it may be a better and faster way for crisis management is other social forces set to crisis management activities and give foll play to the social organizations in public crisis management in the auxiliary function compared to the single rely only on the government. In our country, social organization constantly developed and expanded and the social responsibility of citizens enhanced. Consequently, after the positive factors in public crisis broke out, the social organizations positively joined in to response public crisis especially in the severe crisisand,it played a great role to fill the gaps in the government management of some blind spots. However, due to our social environmental restrictions, social organizations have developed their own problems. Thus, how to learn from foreign advanced experience and improve our ability to participate in social organizations and make them more effective participation in crisis management has become some important issues.This paper is divided into five parts.The first part is introduction which introduces the background, significance, related concepts,methords tools and the possible existence of innovation place of organizations engaged in social public crisis management areas. The part two of using PPRR theory expounded the social organizations’advantage and function in different stages of the crisis. The third part of the paper offer the mainline PPRR theory to analysis the deficiencies of social organizations in different stage of public management in crisis,and analysis the deep reason from the three aspects:the government, the society and the social organization. The fourth part of using good governance theory and comparison analysis to compare the advanced experience of NGO participate in public crisis management.The fifth part effectively summarizes the experience related in foreign NGOs in the area of public crisis management. With that experience and China’s national conditions, this paper would further the thinking of government, social organization itself and social reality. By doing that, this paper aims to build the government-society interaction public crisis response networks. Public crisis management is a complex system, as the limited of my ability,the countermeasures to improve society organizations to participate in a public crisis management should be improved, the uncertainty reason of social organizations involved in the crisis management to be thorough research, this will be my future direction.
