Analysis Of The Dilemma And Countermeasures Of Chinese Social Organizations' Participation In Public Crisis Management

The 19th National Congress of the Communist Party of China emphasizes the role of social organizations and the realization of a benign dialogue between government governance,social adjustment and residents' autonomy.The Fourth Plenary Session of the 19th CPC Central Committee pointed out that we should improve the party's overall leadership system,including the social organization system,give full play to the role of social organizations,and establish a new framework for grass-roots social management.At present,the main body of public crisis management in China is government departments,and other social organizations are less involved.In recent years,although social organizations have gradually strengthened their investment in the field of public crisis management,due to the constraints of lack of management resources,imperfect management system,low professional level,and lack of government information exchange,it is often difficult for social organizations to show their due public crisis management effectiveness,Therefore,we need to comprehensively implement effective strategies to create a good environment for social organizations to further expand their influence in the field of public crisis management,This paper puts forward some effective suggestions to improve the level of social organizations' participation in public crisis management.This study first introduces the relevant theories and explains the concept of public crisis management,and analyzes the research achievements of domestic and foreign scholars in this field.This paper describes the operation characteristics of social organizations,and sorts out their advantages in public crisis management,and then summarizes the role,difficulties and causes of social organizations in public crisis management at the present stage,so as to form implementable improvement countermeasures on this basis,so that the public crisis management can be implemented orderly,It has a positive impact on the efficient solution of public crisis.Through the research,this paper believes that there are still some problems in the process of social organizations' participation in public crisis management,such as the limited ability to participate in public crisis management,the imperfect management and supervision mechanism,the lack of external support and recognition,and the lack of collaborative governance ability.Based on this,on the basis of summing up foreign experience and based on the reality of our country,this paper puts forward the feasible path to optimize and improve the participation of social organizations in public crisis management,that is,to establish a sound crisis management system,strive to enhance the credibility of social organizations,and create a good environment for social organizations to participate in public crisis management,We should strengthen the capacity building of social organizations and improve the collaborative governance mechanism of public crisis management.
