Through introducing and analyzing personal service, team activities and exploration of community social work, author designed the general working model and matters need attention about minimal assurance work.Through the integrity analyzing the needs of minor children from minimal assurance family, author designed the highly correspondent service model for minor children from minimal assurance families.which at last effectively make up the deficiency about how to service model for minor children from minimal assurance families.The study revealed the minimal assurance community workers’concrete work and its meaning in macro medium and micro layers.In macro layer, the study can give specific suggestions on minimal assurance work in states and districts, stressing and standardizing the minimal assurance community workers’rights, duties and status in minimal assurance related work. In medium layer, the study can mobilize the positive forces of the social enterprises and groups, especially non-governmental community work agencies and charities forces to redistribute for fairness and injustice, which insure the minor children from minimal assurance families enjoy all basic public rights as ones from common families, especially the rights about equal compulsory education, public health, employment, low-cost housing supply and legal environment, and so on.In micro layer, through front-line social work, minimal assurance workers directly service the minor children from minimal assurance families. And through their functions in macro and medium layer, they look for and contact resource for service objects. Finally, they change the perception and emotion, and improve the capacity of service objects, which are conducive to improve minimal assurance families’atmospheres and incomes.
