A Research Of Third-party Evaluation Of Urban Minimal Assurance Policy From The Perspective Service-oriented Government

Urban minimal assurance policy not only has the function of guaranteeing the basic survival rights of the poor,but also plays a major role in poverty alleviation in China.The central government attaches great importance to poverty alleviation.In 2015,a third-party evaluation mechanism for the implementation of poverty alleviation policies and the effectiveness of poverty alleviation was proposed.Third-party evaluation mechanism was introduced into poverty alleviation and also applicable to minimal assurance policy.This paper researches the practice of third-party evaluation of urban minimal assurance policy in M city of S province and explores the role and behaviors of government in third-party evaluation from the perspective of service-oriented government.Service-oriented government holds the value of citizen standard and social standard and is very significant to third-party evaluation of urban minimal assurance policy.Basing on core values of publicity,service,fairness and justice of service-oriented government,people-oriented service concept,service standard of administration according to law,citizen participation service path,efficient and convenient service,open and transparent service process,people-oriented service model and satisfied service goals of the people,the theoretical construction is carried out from selection of evaluation subjects,guidance of evaluation content,determination of evaluation criteria,specification of evaluation process,and timing of evaluation.Basing on the established analytical framework,this paper goes into the in-depth analysis from the actual state,deficiencies,causes and countermeasures of third-party evaluation.The study found that third-party evaluation of urban minimal assurance policy in M cities has achieved certain results.Firstly,the selection of the evaluation subject is fair.Secondly,the choice of evaluation content reflects the government's service.Thirdly,the public satisfaction and fairness are determined as the evaluation criteria.Fourthly,the setting of the evaluation process is institutionalized.Lastly,citizen participation channels are widely expanded.However,influenced by traditional administrative culture,political achievements,poor publicity on third-party evaluation,and lack of legalization,M City initially tried to introduce a third party to the policy evaluation and faced many challenges,including lack of guarantee for the independence of the third party,insufficient guidance for the evaluation content.And the evaluation process is not very serviceable,that is,low credibility of the government,low evaluation transparency,insufficient government response,low level of public participation and inadequate application of evaluation results.Therefore,corresponding measures are proposed.Firstly,follow the core value of the citizen standard.Secondly,guarantee the independence of the third party.Thirdly,guide the expansion of the evaluation content.Fourthly,enhance the serviceability of the evaluation process,which is to improve the information disclosure mechanism,strengthen interaction with the public,provide necessary and real information to the third party and fully apply the assessment results.Fifthly,improve the timing of evaluation.Sixthly,strengthen the construction of third-party evaluation.Lastly,strengthen the promotion of third-party evaluation.After analyzing the practice of urban minimal assurance policy in M City,this paper believes that it has important value for the introduction of third parties in policy evaluation.It proposes the role and specific government behaviors of service-oriented government in the entire evaluation process when conducting third-party policy evaluation.The government is the provider of public services.Government actions should always implement the purpose of serving the people wholeheartedly,the people-oriented service concept and core value of fairness and justice.First,the government should base on the fundamental value of the citizen standard.Second,accelerate the construction of the legal system.Third,establish a fair and equitable selection system for third-party evaluation agencies.Fourth,elements such as assessment content,timing,and results should serve the public interest of public policy.
