Research On Administration Asking Responsibility System Of Our Country

SARS "accountability crisis" from2003to the present, China’s administrative accountability practices have gone through nearly ten years in this decade, introduced a large number of the central and local accountability norms, to supervision and security administration practice of accountability. These norms are relatively well from the initial imperfections now finalized, and ultimately to a system, and experienced a very long process, on the one hand, reflects our government’s determination to build a responsible government, it also reflects our legal system perfect, has great significance for China’s government under the rule of law and responsible government building.From a system perspective of China’s administrative accountability system, is divided into four parts:The first part of the introduction, the author first introduces the background of administrative accountability, research significance, the research findings of scholars in the administrative accountability system, then, the author from the basic concept of administrative accountability, clear responsibility, administrative responsibility, responsible government, accountability, accountability and administrative accountability system and other basic concepts, and generally described the author’s ideas, to take the theoretical tools and research methods, and finally further innovation of this paper and deficiencies.The second part I summarize in detail the current system of administrative accountability system, rationalize the course of development of the administrative accountability system, and in recent years, China’s central and local accountability have been introduced specifications for a detailed comparative analysis, identify the existing problems.The third part of the author according to the practice of the administrative accountability system and institutional system to identify the problems of China’s administrative system of accountability system, including:lack of administrative statutory obligation system, the resignation of the system facing difficulties, the relief system is not perfect, yet to develop the accountability of officials back system, and related system is inadequate, and the existence of the cause of the problem system.I exist in the institutional system for Administrative Accountability in the fourth part, on the development of the system of administrative statutory obligation resign system innovation, improve the relief system, the development of accountable officials back system, and improve the related system of administrative accountability measures.
