The Study On Administrative Accountability System Of Contemporary China

Responsible Government is not only the requirement of democratic politics, but also an important goal of the Government Reform. And a sound administrative accountability system is an important part of building a responsible government. The improvement and effective implementation of the administrative accountability system can strengthen the government’s responsibility and optimize the government management system, improve the management level of our government. It is not only the specification of the behavior of government agencies and staff, but also an important guarantee to protect the legitimate rights and interests of the people effectively. China’s administrative accountability system began in the period of SARS, it has developed rapidly since2003. It demonstrated the determination and confidence that our government is committed to building administrative accountability and responsible government. Central and local administrative accountability regulations were introduced, the administrative accountability system of China is gradually embarked on a legal basis of regular and standardized road. Administrative accountability system of China is undergoing a change from passive accountability to proactive accountability, from the accountability of power to the accountability of system, from accountability of accident to the accountability of the conventional behavior, from the accountability of fault to the accountability of inaction.In China, Mass incidents happen frequently year after year. When we are exploring the methods and measures to effectively deal with mass incidents, administrative accountability system has become an important factor increasingly and an important institutional innovation of preventing and dealing with mass incidents properly. In the process of dealing with mass incidents in recent years, the administrative accountability improves the sense of responsibility and crisis of the government officials in a certain extent, plays a positive role in the disposal of the event, and t practice the idea of building a responsible government. But all these can not reach the functions of administrative accountability, and the requirements of public expectations. To take full advantage of the preventive and disciplinary functions of the administrative accountability system, in order to build a responsible government, we must analysis the plight and root that causes mass incidents in China.Shishou event occurred in Hubei Province of China in June2009. This paper puts Shishou event as the example, analysis questions of the administrative accountability in the Shishou event. Such as:the single of the subjects of the accountability, the uncertainty of the objects of the accountability, the stricture of the area of the accountability, the non-standard of the program of the accountability and so on. Then, this paper analysis the roots that cause these difficulties, include antiquated thinking, the missing of the awareness of the law, the lack of the legal system, the imperfect of the political system and so on. Finally, the paper proposes countermeasure of improving the administrative accountability system, such as the clearing of the subject of the accountability, the expanding of the accountability range, the strict accountability procedures, and the perfect legal system, plenty of the accountability culture and so on. I hope this paper can provide an useful road for the developing of administrative accountability system, administration according to law and the build of Responsible Government.
