Emergence of the Internet, has created a communication platform for the broad masses, and network, as a virtual society, brings together a large number of network public opinions. Application of new technologies such as blogs, forums, Twitter, has spawned a number of network public opinion events, party committees and Governments at all levels are enhancing their awareness of the crisis, and starting to recognize, value and use the network.
