Nowadays, China is strive to build a service-oriented government and electronic government, then the agencies and functional staff of service-oriented government have to care more about their behavior in public management, and the government should make good use of modern media tools in public management because of the electronic government request. Government affairs micro-blog is a new means, and it has its innate advantage in the public management,meanwhile its being applied to modern daily public management for people service is a good form to build a service-oriented government and electronic government, and it is also the effective attempt of innovating government public management mode and informatization management.Based on government affairs micro-blog and public management theory, combined with our country’s development present situation and problems existing in the development of government affairs micro-blog, this paper explored the mechanism of action about the government affairs micro-blog participation in the public management; absorbing the advanced experience from domestic and international, taking government affairs micro-blog as the breakthrough point, this paper put forward strategy in order to improve the efficiency of public management. By this way, the research background and research significance was firstly given, then the concepts and function of government Affairs Micro-blog was fixed position, then the situation and restriction factors of government affairs micro-blog participation in the Public management in our country were summed up analyzed, then the mechanism of action about the government affairs micro-blog participating in the public management was analyzed in detail, at last the strategy about the government affairs micro-blog participation in the public management in China was given.The article argues that, in the current situation, the government affairs micro-blog and public administration has inner link, and the Government affairs micro-blog participating in the public management has a unique advantage and can play "butterfly effect" and "the long tail effect", and government affairs micro-blog is the effective tool of public management, so its participation in public management is very necessary. But some restraining factors directly hindered the government affairs micro-blog in the use of public management and its function efficiency. This paper holds that the government should make great efforts to cultivate the idea of Network Q Administration, absorb the advanced experience from foreign countries, form the Network Q Administration, improve the users’qualifications and skills, strengthen the communication between the government and the people,optimize the system and mechanism conditions, enrich the contents of the government affairs micro-blog, to ensure its higher efficiency and better prospects of participation in public management.
