Through the remodeling of the social participation concept, Social management innovation updates the social participation mode, constructs a new pattern for the social management and gradually establishes a management mechanism beneficial to the social harmony, to make all aspects in the social field and economic filed develop simultaneously, so as to better satisfy people’s growing material and cultural needs, thus ultimately realizing the great idea "China Dream" put forward on the8th National Congress of the Communist Party of China. Since reform and opening, non-public economic organizations have long been growing and making a great contribution to China’s economic and social development. However, in the filed of social management, due to its own limitations and institutional constraints, problems such as the limited knowledge of non-public organization for the social management, their little participation in the social management and their less important role in the social management exist. In particular, in their growth process, various problems of non-public economic organizations are detected. In particular, the dehumanization in their management, the short-term non-social behaviors and utilitarian behaviors that appear when they participate in and provide services for the social management have become a great obstacle for the health development of non-public economic organizations. However, the ineffective guidance of the government, the imperfect institutional mechanism and the lack of the sense of social responsibility of citizens also become a barrier for the further development of expansion of non-public economic organizations in China. Therefore, strengthening the concept of the social responsibility of non-public economic organizations and enterprises that has the new connotation of social participation and adapts to the modern enterprise system is of great significance for enhancing the long-term competitiveness of non-public economic organizations and promoting their healthy and stable development.In this paper, starting with the social responsibility of non-public economic organization, the author explores the current situation that non-public economic organizations participate in the social management and fulfill social responsibilities. A detailed analysis is made of problems non-public economic organizations encounter when they participate in the social management and service and fulfill social responsibilities and reasons explaining why non-public economic organizations lack social responsibilities. For the theoretical and practical perspectives, the importance and necessity of non-public economic organizations to participate in the social management are analyzed. Moreover, in terms of the government and non-public economic organizations themselves as two side views, ideas and specific measures to guide and promote the non-public economic organization to consciously participate in the social management and services and effectively fulfill social responsibilities are put forward.
