As one of the main economic growth points, tourism industry develops very quickly in Hubei province as well as in China in recent years. In 2002, the domestic tourism revenue in Hubei is 38400 million Yuan, while the in-bound tourism revenue is 284 million dollars, increasing 14% and 41.4% respectively. But comparing with the tourism developed provinces and regions, Hubei,a province with abundant tourism resources has disproportionate amount of tourism economic profits. In order to find out the reason of falling behind and resolve the problems arising from developing tourism industry, an analysis of Hubei tourism industry must be made.Adopting SWOT analysis matrix, transplanting management frame into the industrial economics and combining tourism with the economics, this issue try to make an overall analysis on the inner and outer factors affecting the development of Hubei tourism industry, and put forward the policy implication and suggestions. This paper falls into 4 chapters; Chapter 1 introduces the background and meanings of doing this paper, the research method with anticipated target.Chapter 2 discusses the economic, social and environmental effect of Hubei tourism industry. Tourism industry is a compounded industry, which supplies service goods to the consumers relying on tourism resources and infrastructures. Tourism industry involves many industries, nearly all the third .industry and part of the first and second industry. So the industrial linkage effects are important and considerable, industrial spread effects are enormous, it can produce great pulling effects, Quoting relative statistics, this paper certifies the pulling effects. In addition to economic influence, tourism industry also can produce beneficial influence on society and environment. It can promote the opening to the outside world, promote the culture & business exchanges, increase residents' living quality, and strengthen environmental protection consciousness etc.Chapter3 analyze the factors that impede and push the developing of tourism industry in Hubei province basing on SWOT analysis matrix, these factors include political, economic, social and cultural factors. This chapter mainly analyses opportunities, threats, strengths and weaknesses of Hubei tourism industry from the aspects of institution, economy, society,industry policy, industry organization and enterprise management.Chapter 4 gives the policy implication and suggestions of developing Hubei tourism industry.
