Attention to theconstruction of Social Security and Service System, which especially concerns thedisabled, usually symbolize the development of one’s economy as well as society.What’s more, according to our traditional Urban and rural system, as vulnerable groupamong disabled, rural disabled people are living in a very poor condition; they haverarely chance for self-development. So it becomes particularly important to solve theirbasic cost of living allowance problems, which affects not only the success of theprograms, but also the stability and harmony of our society.During a very long time, our government keeps taking the main responsibility forthe Social Security Program of disabled. However, the particularity of this groupdetermines their more aiding-demands which differ from others. No matter howtremendous of our government’s human, material and financial resources are, theycan’t fulfill all those demands. So we need more non-profit organizations andordinary people to take part in this program, especially in the social assistance, inorder to meet the requirements. Since then, social assistance of disabled should beestablished as a socialized and multilayer system, so that they can remedy deficienciesof government. And we ought to realize that non-profit organization involved in socialassistance of rural disabled people should be considered as a key point.In the wake of the reform and opening, economic and political reforms are takingin an orderly way. The Non-government organization is also developing. It keeps expanding and becomes an important force in aiding vulnerable groups, whichincreasingly showing its unique advantages, especially in Environmental protection,assistance, donation and protection to the rights of women and children. According torelevant data, since the founding of our country, the non-profit organization has takena great advance. In the middle of the last century, national nonprofit organizationsincreased from40to nearly100, and local nonprofit organizations were about6,000.Since the reform and opening, accompanied with the development of economy andsociety, they sprang up in our country. Till1989, those figures had reached to1,600and200,000.Compared to our non-profit organizations, development of abroad takes aleading position. Therefore we should learn advanced management experience fromthose organizations during developing progress to improve our own ability and level.And there are two aspects we should pay more attention: On one hand, we shouldfocus on their successful experience in managing; on the other hand, we also ought toface reality and environment of ourselves. Only in this way can we find the bestmethod of managing our internal non-profit organizations. After the1990s, ourcountry began to set the “Ingenious government, abundant society” as administrationgoal. There are also the establishment of market economy system of socialism and thedeepening of structural reform. All above gives the non-profit organization a goodsocial environment, as well as unprecedented development opportunities. In recentyears, those organizations have made great contributions to social assistance ofdisabled. However, with development and reform of our society, social demands willbe raised naturally, so that, there will also be new challenges for the non-profitorganization in social assistance system of disabled people.In order to establish and perfect the construction of two systems for ruraldisabled persons, entrusted by CDPF, Disability Development Center of JilinUniversity takes a sampling survey among cities or countries of three provinces in northeast. Through the investigation, we learn about the practical needs of ruraldisabled people. After that, we analyze the objective investigation data carefully, forprovide beneficial Suggestions and opinions. And I’ve joined the survey of Antu inJilin province, which concerned two systems of rural disabled. Here I focus on theeffects of non-profit organizations on aiding rural disabled people, and I alwaysanalyze their status and future situations. Certainly, I hope to provide beneficialenlightenments to non-profit organizations on aiding rural disabled people.The basic idea and principle is very important to non-profit organizations in ourcountry, which will affect their works among social assistance of rural disabled. Thenin order to push the undertaking advanced, as well as improve living qualification ofrural disabled, we should support and soften social environment for establishment anddevelopment of non-profit organization, so as strengthen Supervision andmanagement. Those acts will not only give play to non-profit organization’s functions,but also Relieve pressures of government, and finally promote the undertakings fordisabled people developing healthy and smoothly.
